The US manufacturer usually supplies the expertise and manufacturing process along with raw materials and specific equipment needed to produce the product.  The Maquiladora will supply the production facility, the skilled or unskilled labor, and the import / export process.  Many times the facility is shared with other Shelter manufacturing operations to help lower the cost for all.
